According to
Bugguide.net, this is a male Prairie Yellowjacket. I
don't know on what basis
they made that determination but I'll take their word for

This bright handsome wasp
was seeking nectar at Red Butte Gardens in Salt Lake
City.
Since yellowjackets scare the bejeebers out of me, I didn't
stick around long to take
