According to How to Know the Insects by Roger Bland,
larvae of Marsh Flies feed on aquatic insects such as
snails and slugs so they are considered a beneficial insect and are
often introduced into an area for pest control.
This one was lounging on on long grass at Bear River MBR in Box Elder
